Sapphire’s 9th Anniversary Party The Rat Pack is reuniting! Well, via surface streets, anyway. Sapphire celebrates nine years Thursday night, while also commemorating the name change of a nearby stretch of Twain Avenue (between Frank Sinatra and Dean Martin) to Sammy Davis Jr. Parkway.
